Connect Partner Center

For Microsoft CSP partners: see what each client is billed for beside the licences they actually use, and change seat counts as approved changes, without opening Partner Center.

What it does

  • Each tenant's Licences page lists the client's CSP subscriptions: seats, seats assigned in the tenant, term, renewal date and how long a reduction is still possible.
  • Unassigned seats are highlighted, and a seat change can be proposed from the row.
  • The change is a normal approved change: a dry run against the live subscription, approval, an audit record and a rollback.

Viewing subscriptions is included from the Monitor plan; seat changes, like other approved changes, from the Monitor plan.

Before you start

  • An account in your partner tenant with the Admin agent role in Partner Center. Partner Center requires MFA for it.
  • Whoever runs your ConfigCheckup installation has added the Partner Center permission and registered the app in Partner Center (steps in the installation's docs/graph-permissions.md). On ConfigCheckup's hosted service this is done for you.

Connect

  1. In ConfigCheckup, go to Settings → Integrations and select Connect Partner Center. You need the Admin or Owner role.
  2. Sign in to Microsoft with the partner account, and approve the permission if asked.
  3. You return to Integrations with Partner Center connected. Open any tenant's Licences page to see its subscriptions.

If the page says to reconnect, the sign-in has expired (Microsoft ends it after 90 days without use) or was revoked. Select Reconnect and sign in again.

Change seats

  1. On the tenant's Licences page, enter the number of seats to keep beside the subscription and select Propose. Where seats are unassigned, the box starts at the number assigned.
  2. The dry run shows whether the change applies today or from renewal, and refuses to go below the licences assigned in the tenant.
  3. Approve it as usual, in the console or from Teams or Slack. It runs once approved, and can be rolled back from its page.

To free seats first, remove licences from accounts nobody uses with the Remove licences fix on the same page, then reduce the seat count.

Microsoft's rules

  • More seats: at any time, billed pro rata for the rest of the term.
  • Fewer seats: straight away only in the short window after a purchase or renewal (Microsoft's cancellation window, usually 7 days). After that, the lower number is set for the next term: the client keeps and pays for the current seats until the term ends.
  • A subscription set not to renew has no next term to change; turn renewal on in Partner Center first.
  • Legacy (non-new-commerce) and trial subscriptions are changed in Partner Center itself.

What is kept, and how to stop it

Partner Center accepts only signed-in access for subscription changes, so ConfigCheckup keeps the sign-in's refresh token, encrypted, limited to the Partner Center API and replaced each time it is used. Nothing changes in Partner Center except an approved seat change. To stop it, select Disconnect in Settings → Integrations, which deletes the token; revoking the account's sessions in Microsoft Entra also ends it. See the data protection page.
